Monthly Transition Period Specification

Purpose

This specification defines the terminology and rules used to describe the period surrounding the transition from one calendar month to the next. The terminology distinguishes between a Transition Week, a Transition Period, a Closing Period, and an Opening Period. The purpose of these definitions is to provide a consistent way of identifying and referring to the period in which one monthly cycle closes and the next monthly cycle opens.

Terminology

Transition Week

A Transition Week is a calendar week that contains the boundary between two consecutive calendar months. The term refers specifically to a calendar week, rather than to a period defined by the monthly transition rules. For example, if the relevant calendar week runs from Monday 30 March to Sunday 5 April, then; Transition Week: 30 March—5 April; This week contains both the final days of March and the first days of April. A Transition Week is therefore defined by the calendar, rather than by a fixed number of days before or after the month boundary. Important: A Transition Week does not necessarily represent the same number of days belonging to each month. Its purpose is simply to identify the calendar week in which the monthly boundary occurs.

Transition Period

A Transition Period is a defined period spanning the boundary between two consecutive calendar months. Unlike a Transition Week, a Transition Period is a business or system-defined period and does not necessarily correspond to a standard calendar week. For the purposes of this specification, the Transition Period is defined as seven consecutive calendar days. The Transition Period consists of two complementary parts: Transition Period = Closing Period + Opening Period; For example, Transition Period: 30 March—5 April; If 30 and 31 March belong to the Closing Period and 1—5 April belong to the Opening Period. Closing Period: 2 days; Opening Period: 5 days; Transition Period: 7 days; The Transition Period therefore represents the complete period during which the current monthly cycle is being closed and the subsequent monthly cycle is being opened.

Closing Period

The Closing Period is the portion of the Transition Period that belongs to the outgoing calendar month. It represents the period during which the current monthly cycle is considered to be closing. For example, Transition Period: 30 March—5 April; Closing Period: 30—31 March; The Closing Period ends at the end of the outgoing calendar month. Its duration is determined by the position of the month boundary within the seven-day Transition Period.

Opening Period

The Opening Period is the portion of the Transition Period that belongs to the incoming calendar month. It represents the period during which the subsequent monthly cycle is considered to be opening. For example, Transition Period: 30 March—5 April; Opening Period: 1—5 April; The Opening Period begins on the first day of the incoming calendar month. Its duration is determined by the position of the month boundary within the seven-day Transition Period.
